Asian stocks lower amid hopes for Fed action

TOKYO, Oct 12 (AP): Asian stock markets fell Tuesday, but losses were limited as investors remained hopeful that the US Federal Reserve would take further action to bolster the US economy.

While Asian shares climbed earlier, investors turned cautious, taking a wait-and-see stance ahead of the release of corporate earnings this week from top US firms including Intel Corp, JP Morgan Chase & Co and General Electric Co.

Japan's benchmark Nikkei 225 stock index fell 84.49 points, or 0.9 per cent, to 9,504.39 in the morning session.

South Korea's Kospi slipped 1.2 per cent to 1,866.03. Australia's S&P/ASX 200 was down 1.3 per cent at 4,708.40.

Elsewhere, Hong Kong's Hang Seng index declined 0.2 per cent to 23,161.21. The Shanghai Composite Index shed 0.4 per cent to 2,795.85. Markets in New Zealand, Malaysia, Singapore and Taiwan all declined.

In New York overnight, the Dow Jones Industrial Average edged up 3.86 points, or 0.04 per cent, to close at 11,010.34 Monday.

Global stock markets have risen on expectations that the US central bank will introduce fresh measures to spur a recovery in the world's No 1 economy at the conclusion of its next rate-setting meeting on Nov 3.

The Fed is widely expected to announce its second round of so-called quantitative easing, which would involve the purchase of financial assets from banks in an attempt to further drive down rates on mortgages, corporate loans and other debt in a bid to bolster economic activity.

In currencies, the dollar rose to 82.13 yen from 82.05 yen in London late Monday. The euro fell to $1.3864 from $1.3890 in London.

Benchmark oil for November delivery lost 45 cents to settle at $82.21 a barrel Monday on the New York Mercantile Exchange.

Bangladesh to get ‘source country’ status for labour export to Malaysia

After long endeavours, Bangladesh is going to achieve ‘source country’ status from Malaysia to export workers regularly in the southeast Asian country, a top official of the government said Sunday.
   ‘Most of the barriers to export manpower to Malaysia would be removed with the new status and the migration cost will also be downsized,’ expatriates’ welfare and overseas employment secretary Zafar Ahmed Khan told the news agency.
   He said the Malaysian government has responded positively after Bangladesh formally wrote a letter to get the special status that would ensure regular and smooth supply of workforce to Malaysia, already employing five lakh Bangladesh workers.
   ‘Once the deal is signed, Bangladesh will not require any special permission and arrangement to send skilled, semi-skilled and even unskilled labour force to Malaysia,’ the employment secretary said adding labour market in Malaysia is expected to be widened under the new status.
   Zafar, who just returned from Malaysia, said a total of 13 labour exporting countries have the ‘source country’ status, but Bangladesh did not enjoy it despite being the second highest contributor of manpower to Malaysia after Indonesia.
   He said both Bangladesh and Malaysia reached consensus that the labour force would be recruited based on transparency and protection of human rights. He said Bangladesh would now focus more on developing trained manpower to get employment in Malaysia in specific fields.
   Steps would also be taken to bolster monitoring over the recruiting agencies so that none of them could send labour forces more than the required numbers in Malaysia, he said adding the government is planning to devise a long term plan to harness the full potential from Malaysian labour market.
   Malaysia stopped recruiting Bangladesh labour force and asked a huge number of unauthorised poor workforce to return home, an order that was reversed after prime minister Sheikh Hasina visited Malaysia.
   The country has absorbed illegal workforce and signed a new deal to recruit 5,000 fishermen from Bangladesh.

বুকবিল্ডিং পদ্ধতির সঠিক প্রয়োগে কমিটি গঠন

The Neatest Little Guide to Stock Market Investing, 2010 Editionপুঁজিবাজারে তালিকাভুক্তির ক্ষেত্রে বুকবিল্ডিং পদ্ধতির প্রয়োগ সঠিকভাবে হয়েছে কি-না তা যাচাইয়ে ৪ সদস্যের আহবায়ক কমিটি গঠন করেছে সিকিউরিটিজ এন্ড এক্সচেঞ্জ কমিশন (এসইসি)। এসইসির নির্বাহি পরিচালক এটিএম তারিকুজ্জামানকে প্রধান করে গঠিত কমিটির অন্য সদস্যরা হচ্ছেন ঢাকা ও চট্টগ্রাম স্টক এক্সচেঞ্জের প্রধান নির্বাহি কর্মকর্তা এবং মার্চেন্ট ব্যাংক এসোসিয়েশনের সভাপতি আরিফ খান। রিপোর্ট  দেয়ার কোন সময় বেঁধে দেয়া না হলেও তা দ্রুত দিতে কমিটিকে বলা হয়েছে। এসইসির বাজার পর্যালোচনা কমিটির সভায় এ সিদ্ধান্ত নেয়া হয়েছে বলে জানিয়েছেন নির্বাহি পরিচালক আনোয়ারুল কবীর ভূঁইয়া ।
পুঁজিবাজারে তালিকাভুক্তির ক্ষেত্রে বুকবিল্ডিং পদ্ধতি সঠিকভাবে প্রয়োগ হয়েছে কিনা এবং এ পদ্ধতিতে দর নির্ধারনের ক্ষেত্রে কোন ধরনের কারসাজির আশ্রয় নেয়া হয়েছে কিনা সে বিষয়টি খতিয়ে দেখবে আহবায়ক কমিটি। এছাড়া কিভাবে বুকবিল্ডিং পদ্ধতি আরো গ্রহণযোগ্য করা যায় সে বিষয়টি যাচাই-বাছাই করে রিপোর্ট প্রদান করবে কমিটি। 
এর আগে গত ৯ জুন শেয়ারের নির্দেশক মূল্য নির্ধারণে বিতর্কিত বুকবিল্ডিং পদ্ধতি সংশোধন করে এসইসি। নির্দেশক মূল্য নির্ধারণে কারসাজি প্রমাণিত হওয়ায় এ সংশোধন করা হয়। সংশোধন অনুযায়ী শেয়ারের প্রাথমিক দর নির্ধারণের জন্য সর্বনিম্ন তিন ক্যাটাগরির ৫টি প্রতিষ্ঠানের পরিবর্তে সকল যোগ্য প্রাতিষ্ঠানিক বিনিয়োগকারীকে মূল্য নির্দেশের জন্য আহ্বান জানাতে হবে।
পাশাপাশি বিদ্যমান ব্যবস্থায় নির্দেশক মূল্য প্রস্তাবের প্রক্রিয়ায়ও পরিবর্তন আনা হয়। রোড-শো’র জন্য নির্ধারিত দিনে কোনো প্রতিষ্ঠানের কাছ থেকে নির্দেশক মূল্য গ্রহণ করা যাবে না বলে সংশোধনে উল্লেখ করা হয়। রোড-শো আয়োজনের পরবর্তী তিন দিনের মধ্যে যোগ্য প্রতিষ্ঠানের প্রধান নির্বাহি কর্মকর্তা এবং আর্থিক বিশ্লেষকের (ফাইন্যান্সিয়াল এনালিস্ট) যৌথ স্বাক্ষরে নির্দেশক মূল্যের প্রস্তাবনা পেশ করতে হবে। অংশগ্রহণকারী সকল প্রতিষ্ঠানের প্রস্তাবনার গড়ের ভিত্তিতে নির্দেশক মূল্য নির্ধারণ করা হবে। তবে এই প্রক্রিয়ায় ৫টি মার্চেন্ট ব্যাংকসহ কমপক্ষে ১৫টি প্রতিষ্ঠান অংশগ্রহণ না করলে পুনরায় নির্দেশক মূল্য নির্ধারণের জন্য প্রস্তাব আহ্বান করতে হবে। এর আগে সর্বনিম্ন তিন ক্যাটাগরির মোট ৫টি প্রতিষ্ঠান অংশগ্রহণ করলেই নির্দেশক মূল্য নির্ধারণ করা যেতো।
২০০৯ সালে আইন প্রণয়নের এক বছর পর গত মার্চ মাস থেকে বুকবিল্ডিং পদ্ধতির বাস্তব প্রয়োগ শুরু হয়। ইতিমধ্যে ওশেন কন্টেইনার এবং খুলনা পাওয়ার এই পদ্ধতিতে মূল্য নির্ধারণ করে সরাসরি তালিকাভুক্তির মাধ্যমে পুঁজিবাজারে শেয়ার বিক্রি শুরু করেছে। এছাড়া আরএকে সিরামিকস, মালেক স্পিনিং বুকবিল্ডিং পদ্ধতিতে মূল্য নির্ধারণের পর আইপিওতে লটারির মাধ্যমে বরাদ্দ প্রক্রিয়া শেষ করে। বুক বিল্ডিং পদ্ধতি প্রয়োগ করা এসব কোম্পানির শেয়ারের দর নিয়েই বাজার বিশ্লেষক ও বিনিয়োগকারীদের মধ্যে প্রশ্ন উঠেছে। শেয়ারবাজারে লেনদেন শুরুর আগেই প্রতিটি কোম্পানির শেয়ার অতি মূল্যায়িত হয়েছে বলে তারা মনে করেন।
বুকবিল্ডিং পদ্ধতিতে নির্দেশক মূল্য নির্ধারণের ক্ষেত্রেই কোম্পানিগুলো নিজেদের পছন্দ মতো প্রতিষ্ঠানের সঙ্গে সমঝোতার মাধ্যমে অতিরিক্ত নির্দেশক মূল্য নির্ধারণ করা হয়েছে বলে অভিযোগ উঠেছে। মূল্য নির্ধারণে সমঝোতার সুযোগ বন্ধের জন্যই বিধিমালা সংশোধন করা হয় বলে এসইসি সূত্রে জানা গেছে। এরপরও বিতর্ক সৃস্টি হওয়ায় এ পদ্ধতির সঠিক প্রয়োগ নিয়ে আহবায়ক কমিটি গঠন করা হলো।

Asian shares end mostly lower, Shanghai surges 3.1pc

SINGAPORE, Oct 9 (Dow Jones): Asian stock markets were mostly lower Friday, though Chinese stocks delivered their best percentage gain in more than four months as several resource shares jumped by the 10 per cent daily limit in response to a recent rally in commodities as trading resumed after the week-long Golden Week holiday.

News that Moody's Investors Service is reviewing China's government bond rating for a possible upgrade boosted sentiment and also helped Hong Kong stocks finish higher. Still, overall trading in the region reflected caution ahead of the key US jobs report due later in the global day.

"The bigger picture continues to be dominated by caution and profit-taking ahead of Friday night's key nonfarm payrolls release...Friday night's release has bigger implications than usual.

It should help settle any conjecture over both the necessity and size of any expanded quantitative easing programme," said IG Markets' market strategist Ben Potter.

Japan's Nikkei Stock Average fell 1.0 per cent to 9,588.88, Australia's S&P/ASX 200 dropped 0.2 per cent, South Korea's Kospi shed 0.2 per cent, Taiwan's Taiex gave up 0.5 per cent and Hong Kong's Hang Seng Index tacked on 0.3 per cent.

In afternoon trading, India's Sensex fell 0.5 per cent and Singapore's Straits Times Index gave up 0.3 per cent. Dow Jones Industrial Average futures were down 18 points in screen trade.
China's Shanghai Composite added 3.1 per cent for its biggest percentage gain since May 24, while the Shenzhen Composite index advanced 2.8 per cent.

In a statement, Moody's cited "the resilient performance of the Chinese economy following the onset of the global financial crisis, and expectations of continued strong growth over the medium term."

Metal and coal producers jumped off the blocks, helping overcome the early weakness displayed by property developers in the wake of further tightening measures introduced by the Shanghai municipal government Thursday.

"The Moody's move suggests global markets turn increasingly positive about China's medium-term fundamentals, so it's a big positive for commodities and related currencies," Bank of America-Merrill Lynch China economist Ting Lu wrote.

"This move will be positive for Chinese corporates, especially banks, as their ratings will be raised accordingly," Lu added.

Jiangxi Copper and Yanzhou Coal Mining jumped by the 10 per cent daily limit in Shanghai, while Yunnan Copper and Tongling Nonferrous Metals did the same in Shenzhen.

Zijin Mining surged 12.4 per cent in Hong Kong as trading resumed after the company disclosed a smaller-than-expected fine over a toxic chemical leak at one of its copper plants in early July.

Zijin had been suspended since Monday. The stock rose 10 per cent in Shanghai.

Mainland property developers underperformed the broad markets in China and fell in Hong Kong on news of the Shanghai housing-market tightening. Shimao Property gave up 1.7 per cent and China Overseas Land dropped 0.5 per cent in Hong Kong. China Vanke rose 0.5 per cent in Shenzhen, while Gemdale rose 0.9 per cent in Shanghai.
Chinese wind-turbine maker Xinjiang Goldwind Science & Technology rose on its debut in Hong Kong, finishing at HK$19.06 ($2.44), compared with its initial public offering (IPO) price of HK$17.98.

In Tokyo, the strong yen continued to weigh on the market. Investors were also reluctant to take large positions ahead of the long weekend. Japan will be closed for a national holiday Monday.

Exporters remained under selling pressure, with Toshiba falling 2.1 per cent and Toyota Motor dropping 2.0 per cent. Panasonic jumped 3.4 per cent on news it had withdrawn a shelf registration to issue up to 500 billion yen ($6.1 billion) in new shares.

Seven & I Holdings lost 3.7 per cent following the retailer's disappointing earnings and forecasts released Thursday.

In Sydney, shares of BHP Billiton ended 0.1 per cent higher and Rio Tinto ended little changed, overcoming early weakness after the Moody's report on China.

Shinhan Financial Group dropped 1.8 per cent in Seoul after the Seoul Economic Daily reported that the country's financial watchdog planned to impose heavy disciplinary measures on the chairman and several executives for violating financial transaction regulations.

Among other markets, New Zealand's NZX-50 fell 0.1 per cent and Philippine stocks gave up 0.2 per cent. By late afternoon, Indonesian shares declined 1.2 per cent and Thailand's SET Index gave up 0.7 per cent.

In foreign exchange markets, the US dollar was fetching Y82.33, from Y82.40 late in New York Thursday. The euro was at $1.3907 from $1.3912 and at Y114.50 from Y114.65.

"Looking ahead, the coming few days are jam-packed with event risk," said Mike Jones, currency strategist at the Bank of New Zealand. "Given the importance of the labour market to the US economic outlook, the US jobs data could have clear implications for whether the Fed is required to undertake additional monetary easing, and hence sentiment towards the US dollar," Jones said.
Finance ministers from the Group of Seven (G7) countries are also preparing to meet in Washington later, and traders expect some discussion on currency markets following recent sharp falls in the dollar and intervention by several countries to weaken their currencies.

"The global forex conundrum is morphing into a trade dilemma of sorts.

Investors need to stay bullish and hedged, in our opinion," said Richard Hastings, macro and consumer strategist at Global Hunter Securities.

Japanese government bond futures advanced, with lead December futures up 0.10 at 143.95 points and the 10-year JGB yield adding 0.5 basis point to 0.870 per cent.

Spot gold was at $1,343.90 per troy ounce, down $5.20 from Thursday's New York close. November Nymex crude oil futures were down 68 cents at $80.99 per barrel on Globex.

ব্যাংকগুলোর অলস অর্থ কমছে:সিংহভাগ যাচ্ছে শেয়ারবাজারে

ব্যাংকগুলোতে উদ্বৃত্ত তারল্যের (অবিনিয়োগকৃত তারল্য বা অলস অর্থ) পরিমাণ কমছে। গত অর্থবছরের শেষ মাস জুনে ব্যাংকগুলোতে সব মিলিয়ে অতিরিক্ত তারল্যের পরিমাণ ছিল ৩৪ হাজার ৪৯৮ কোটি ৭৩ লাখ টাকা। জুলাইয়ে ছিল ৩৩ হাজার ১২৭ কোটি ৫৬ লাখ টাকা। আগস্ট শেষে তা কমে ২৯ হাজার ৯০০ কোটি ৮১ লাখ টাকায় নেমে এসেছে। বিগত তত্ত্বাবধায়ক সরকারের সময় এই তারল্য একপর্যায়ে ৪০ হাজার কোটি টাকা ছাড়িয়ে গিয়েছিল। অর্থনীতিবিদরা বলেছেন, দেশে বিনিয়োগ বাড়ার কারণে ব্যাংকগুলোড উদ্বৃত্ত তারল্যের পরিমাণ কমছে। ভবিষ্যতে এ তারল্যের পরিমাণ আরো কমে আসবে বলে আভাস দিয়েছেন তাঁরা। তবে এ বিনিয়োগের পুরোটা উৎপাদনশীল বা শিল্প খাতে যাচ্ছে না। কেন্দ্রীয় ব্যাংকের যথাযথ মনিটরের অভাবে একটি সিংহভাগ অর্থ শেয়ারবাজারে চলে যাচ্ছে বলে অভিযোগ করেছেন তাঁরা।
কেন্দ্রীয় ব্যাংকের সর্বশেষ তথ্য পর্যালোচনা করে দেখা যায়, গত জুনে সরকারি মালিকানাধীন বাণিজ্যিক ব্যাংকগুলোয় অবিনিয়োগকৃত তারল্যের পরিমাণ ছিল ১৫ হাজার ২৬৮ কোটি ৪০ লাখ টাকা। আগস্টে তা কমে ১২ হাজার ৭৩৭ কোটি ৪২ লাখ টাকায় নেমে এসেছে। বেসরকারি খাতের সাধারণ ব্যাংকগুলোতে আগস্ট শেষে অতিরিক্ত তারল্যের পরিমাণ দাঁড়িয়েছে ৯ হাজার ৮২৬ কোটি ৯১ লাখ টাকা। জুন শেষে ছিল ৯ হাজার ৮২০ কোটি ৩৯ লাখ টাকা। বেসরকারি ইসলামী ব্যাংকগুলোতে জুনে উদ্বৃত্ত তারল্যের পরিমাণ ছিল চার হাজার ২৮৬ কোটি ১৩ লাখ টাকা। আগস্টে তা কমে তিন হাজার ৮৮১ কোটি ৫০ লাখ টাকায় দাঁড়িয়েছে। বিদেশি ব্যাংকগুলোয় আগস্ট শেষে অবিনিয়োগকৃত তারল্যের পরিমাণ দাঁড়িয়েছে তিন হাজার ৩৬৭ কোটি ১০ লাখ টাকা। জুনে ছিল চার হাজার ৫১৬ কোটি ৫২ লাখ টাকা। বিশেষায়িত ব্যাংক বেসিক ব্যাংকে জুনে অতিরিক্ত তারল্যের পরিমাণ ছিল ৬০৭ কোটি ২৯ লাখ টাকা। আগস্টে তা কমে মাত্র ৮৭ কোটি ৮৮ লাখ টাকায় নেমে এসেছে।
বিগত তত্ত্বাবধায়ক সরকারের সময় দুর্নীতি, অবৈধ স্থাপনা, কর ফাঁকিসহ নানা ধরনের অভিযানের কারণে বিনিয়োগের ক্ষেত্রে স্থবিরতা নেমে আসে। দুর্নীতির অভিযোগে দেশের শীর্ষস্থানীয় ব্যবসায়ী-শিল্পপতিদের কারাগারে পাঠানো হয়। সে সময় নতুন বিনিয়োগ তো দূরের কথা, বড় বড় অনেক শিল্পপ্রতিষ্ঠানের উৎপাদন কর্মকাণ্ডও বন্ধ হয়ে যায়। বিনিয়োগ না হওয়ায় ব্যাংকগুলোতে অলস টাকার (অতিরিক্ত তারল্য) পাহাড় জমে যায়। ওই সময় একপর্যায়ে ব্যাংকগুলোতে অলস অর্থের পরিমাণ ৩৮ হাজার কোটি টাকা ছাড়িয়ে যায়। বর্তমান সরকার ক্ষমতায় আসার পর পরিস্থিতির উন্নতি হতে শুরু করে। ব্যবসায়ী-শিল্পপতিরা জেল থেকে বেরিয়ে আসেন। ব্যবসা-বাণিজ্যে আবার মনোনিবেশ করেন। সবার মধ্যে আস্থা ফিরে আসতে শুরু করে। বিনিয়োগও আস্তে আস্তে বাড়তে থাকে।
তবে এ বিনিয়োগের পুরোটা উৎপাদনশীল বা শিল্প খাতে হচ্ছে না বলে অভিযোগ করেছেন বাংলাদেশ ব্যাংকের সাবেক গভর্নর অর্থনীতিবিদ মোহাম্মদ ফরাসউদ্দিন। গতকাল সন্ধ্যায় তিনি কালের কণ্ঠকে বলেন, 'এ কথা ঠিক যে, দেশে বিনিয়োগের ক্ষেত্রে যে স্থবিরতা ছিল তা ধীরে ধীরে কেটে যাচ্ছে। শিল্প স্থাপনের জন্য প্রয়োজনীয় মূল্যধনী যন্ত্রপাতি আমদানি বেড়েছে। ব্যবসায়ী-শিল্পপতিদের মধ্যে আস্থা ফিরে এসেছে। এ কারণে ব্যাংকগুলোতে পড়ে থাকা অবিনিয়োগকৃত তারল্যের পরিমাণও কমছে। তবে এ অর্থের একটি সিংগভাগ অর্থ শেয়ারবাজারে বিনিয়োগ হচ্ছে বলে আমার মনে হচ্ছে। আর এ কারণেই সুনির্দিষ্ট কোনো কারণ ছাড়াই শেয়ারের দাম হু হু করে বাড়ছে। এ ব্যাপারে বাংলাদেশ ব্যাংকের কঠোর মনিটর করা উচিত বলে আমি মনে করি।' তিনি বলেন, 'ইদানীং ব্যাংকগুলো যে ঋণ বিতরণ করছে, তা ঠিকমতো তদারকি করা হচ্ছে না। এমনও দেখা গেছে, অনেকে শিল্প স্থাপনের জন্য ঋণ নিয়ে সেই টাকা শেয়ারবাজারে বিনিয়োগ করেছে। আর এ কারণে গত ছয় মাসের হিসাবে দেখা গেছে শিল্প ঋণ বাড়লেও শিল্প খাতের উৎপাদন বাড়ছে না।' এসব বিষয় বিবেচনায় রেখে ব্যাংকগুলোর বিতরণ করা ঋণ কেন্দ্রীয় ব্যাংককে কঠোরভাবে মনিটর করার পরামর্শ দিয়েছেন ফরাসউদ্দিন। তিনি বলেন, গত কয়েক মাসে ব্যাংকগুলো বিপুল অঙ্কের অর্থ শেয়ারবাজারে বিনিয়োগ করেছে। এতে মারাত্মক ক্ষতি হয়ে গেছে। এ ধরনের ঘটনা যাতে আর না ঘটে, সে ব্যাপারে বাংলাদেশ ব্যাংকের সতর্ক থাকতে হবে। কেন্দ্রীয় ব্যাংকের তথ্য অনুযায়ী চলতি ২০১০-১১ অর্থবছরের প্রথম দুই মাসে (জুলাই-আগস্ট) শিল্প স্থাপনের জন্য সবচেয়ে প্রয়োজনীয় মূলধনী যন্ত্রপাতি (ক্যাপিটাল মেশিনারি) আমদানির জন্য এলসি খোলার পরিমাণ গত অর্থবছরের একই সময়ের তুলনায় ৯৭ দশমিক ১৬ শতাংশ বেড়েছে। ২০০৯-১০ অর্থবছরে জুলাই-আগস্ট সময়ে আগের অর্থবছরের একই সময়ের চেয়ে মূলধনী যন্ত্রপাতি আমদানি ২২ দশমিক ৩৬ শতাংশ কমেছিল।

শেয়ারবাজারের ধারাবাহিক ঊর্ধ্বমুখী প্রবণতায় গভীর উদ্বেগ প্রকাশ করেছেন দেশের দুই স্টক এক্সচেঞ্জের নেতারা। তাঁরা সরকার ও বিনিয়োগকারীদের সতর্ক করে দিয়ে বলেছেন, চাহিদা ও সরবরাহের ব্যাপক ঘাটতির মধ্যে বাজারের ঊর্ধ্বগতি অব্যাহত থাকলে যেকোনো সময় বড় ধরনের বিপর্যয় দেখা দিতে পারে। আর যদি সে ধরনের কোনো ঘটনা ঘটে থাকে তাহলে তার কোনো দায়দায়িত্ব স্টক এক্সচেঞ্জ কর্তৃপক্ষ নেবে না। বিপর্যয়ের দায়দায়িত্ব সরকারকেই বহন করতে হবে। সেই সঙ্গে বাজারে শেয়ার সরবরাহ বাড়াতে বহুল আলোচিত সরকারি মালিকানাধীন ২৬টি প্রতিষ্ঠানের শেয়ার দ্রুত বাজারে আনতে সরাসরি প্রধানমন্ত্রীর হস্তক্ষেপ কামনা করেছেন দুই স্টক এক্সচেঞ্জের নেতারা।
গতকাল শনিবার ঢাকা ও চট্টগ্রাম স্টক এক্সেচেঞ্জের (ডিএসই-সিএসই) যৌথ এক সংবাদ সম্মেলনে এ উদ্বেগ প্রকাশ করা হয়। রাজধানীর মতিঝিলের পূর্বাণী হোটেলে আয়োজিত সংবাদ সম্মেলনে শেয়ারবাজারের সাম্প্রতিক পরিস্থিতি নিয়ে নিজেদের অবস্থান তুলে ধরেন ডিএসই সভাপতি শাকিল রিজভী ও সিএসই সভাপতি ফখরুদ্দিন আলী আহম্মদ। এ সময় দুই স্টক এক্সচেঞ্জের একাধিক পরিচালকসহ ঊর্ধ্বতন কর্মকর্তারা উপস্থিত ছিলেন।
সংবাদ সম্মেলনে বাজারের স্থিতিশীলতা ফিরিয়ে আনতে দ্রুততার সঙ্গে শেয়ারের সরবরাহ বাড়ানোর তাগিদ দেওয়া হয়। আর এ জন্য সরাসরি প্রধানমন্ত্রীর হস্তক্ষেপ কামনা করেন নেতারা। সিএসই সভাপতি বলেন, বারবার ঘোষণা দেওয়ার পর অজানা কারণে সরকারি ২৬ প্রতিষ্ঠানের শেয়ার এখনো বাজারে আসছে না। কাদের স্বার্থ সংরক্ষণে এসব কম্পানির শেয়ার বাজারে ছাড়া হচ্ছে না, তা খতিয়ে দেখার সময় এসেছে। ওইসব কম্পানির শেয়ার ছাড়ার ব্যাপারে এখন প্রধানমন্ত্রীকেই উদ্যোগ নিতে হবে। তা না হলে চাহিদা ও সরবরাহ ঘাটতি কাটবে না। এই ঘাটতি না কমলে বড় ধরনের দুর্ঘটনার ঝুঁকিতে পড়বে বাজার। যার দায়দায়িত্ব সরকারকেই নিতে হবে।
ডিএসই সভাপতি শাকিল রিজভী সরবরাহ বাড়াতে আগামী ১৫ দিনের মধ্যে তালিকাভুক্ত সরকারি কম্পানির ৪৯ শতাংশ শেয়ার বাজারে ছাড়ার দাবি জানান। একই সঙ্গে তিনি অবকাঠামো, বিদ্যুৎ ও জ্বালানি খাতে নতুন কম্পানি গঠনের মাধ্যমে বাজার থেকে অর্থ সংগ্রহের জন্য সরকারের প্রতি অনুরোধ জানান।
সংবাদ সম্মেলনে বিনিয়োগকারীদেরও সতর্ক করে দিয়েছেন দুই সংস্থার নেতারা। তাঁরা বলেছেন, সম্প্রতি বিনিয়োগ অনুপযোগী শেয়ারের প্রতি বিনিয়োগকারীদের অতি আগ্রহ লক্ষ্য করা যাচ্ছে। এর ফলে পে-আউট বা রিটার্ন নেই এমন শেয়ারের দামও হু হু করে বাড়ছে। এ অবস্থায় সম্ভাব্য লোকসানের দায় বিনিয়োগকারীকেই বহন করতে হবে। কোনো বিনিয়োগকারীর ঝুঁকিপূর্ণ বিনিয়োগের দায় ডিএসই-সিএসই নেবে না। এ কারণে বিনিয়োগকারীর বিনিয়োগ করা অর্থের প্রথম রেগুলেটর তাকেই হতে হবে। বিনিয়োগের আগে অতিমাত্রায় সতর্ক থাকতে সাধারণ বিনিয়োগকারীদের পরামর্শ দিয়েছেন তাঁরা।
সংবাদ সম্মেলনে স্টক এক্সেচেঞ্জের নেতারা বলেন, মৌলভিত্তির বা ভালো কম্পানির শেয়ারের দাম বাড়ার ফলে সূচক বাড়লে তা নিয়ে উদ্বেগের কিছু নেই। উদ্বেগের বিষয় হয়ে দাঁড়িয়েছে শেয়ারের মূল্য আয়ের অনুপাত (পিই রেশিও)। বর্তমানে বাজারে তালিকাভুক্ত এমন অনেক কম্পানি রয়েছে যেগুলোর পিই রেশিও ৭০-৮০ এর ওপরে, যা কখনোই স্থায়ী হবে না। এসব খাতে বিনিয়োগের ধারা অব্যাহত থাকলে বাজারে বিপর্যয় নেমে আসবে।
এদিকে শেয়ারের সরবরাহ সংকটের সুযোগে নামসর্বস্ব কোনো কম্পানি যাতে বাজারে আসতে না পারে, সে ব্যাপারে সবাইকে সজাগ থাকার আহ্বান জানিয়েছেন ডিএসই ও সিএসই নেতারা। শাকিল রিজভী বলেন, '১৯৯৬ সালে অনেক বাজে কম্পানি বাজারে চলে এসেছিল। যেগুলো বর্তমানে জেড গ্রুপে আছে। সেসব কম্পানিকে যারা বাজারে নিয়ে এসেছিল বা ইস্যু ব্যবস্থাপনার কাজে যুক্ত ছিল, তাদের চিহ্নিত করে শাস্তির আওতায় আনা দরকার।' সংবাদ সম্মেলনে আরো বলা হয়, বর্তমান বাজারে নিয়ন্ত্রক সংস্থার নিয়ন্ত্রণ খুবই দরকার। বাজার নিয়ন্ত্রণে সিকিউরিটিজ অ্যান্ড এক্সেচেঞ্জ কমিশন (এসইসি) যেসব সিদ্ধান্ত নেবে তা সবাইকে পরিপালন করতে হবে। নিয়ন্ত্রক সংস্থাকে কোনো অবস্থাতেই চ্যালেঞ্জের মুখে ফেলা যাবে না। এসইসির কর্মকাণ্ড চ্যালেঞ্জের মুখে পড়লে তাতে দেশের অর্থনীতি, বিনিয়োগকারী সবাই ক্ষতিগ্রস্ত হবে। প্রতিষ্ঠানটিকে যত মর্যাদার জায়গায় রাখা যাবে, ততই বিনিয়োগকারীর স্বার্থ সুরক্ষিত হবে। বাজারের স্বার্থে নিয়ন্ত্রণ ব্যবস্থা আরো জোরদার করতে এসইসির লোকবল সংকট দূর করতে সরকারের কাছে আহ্বান জানান ডিএসই ও সিএসই নেতারা।
সংবাদ সম্মেলনে ওটিসি মার্কেটের লেনদেনকে সহজ করতে এটির আইনি কাঠামোর পরিবর্তন ও বন্ড মার্কেটকে জনপ্রিয় করারও সুপারিশ করা হয়। এ ছাড়া শেয়ারবাজারে পেশাদার পরামর্শক প্রতিষ্ঠানের অনুমোদন এবং কম্পানি তালিকাভুক্তির ক্ষেত্রে নূ্যনতম ৪০ কোটি টাকা পরিশোধিত মূলধনের শর্ত শিথিলের দাবি জানিয়েছেন দুই স্টক এক্সেচেঞ্জের নেতারা।

Asian shares mostly lower, Japan up after rate cut

BANGKOK, Oct 5 (AP): Weak US economic indicators sent most Asian stock markets lower Tuesday but Japanese shares climbed after the central bank cut its key interest rate to effectively zero.

Oil prices held above $81 a barrel as traders looked for a new catalyst to extend last week's rally amid weak regional stock markets. The dollar rose against the yen but fell against the euro.

Japan's Nikkei 225 stock average rose out of negative territory after the Bank of Japan (BoJ) cut its key interest rate to range of zero to 0.1 per cent, hoping to boost a faltering recovery and deflate the strong yen. The index was up 112.13 points, or 1.2 per cent, at 9,493.19.

Elsewhere, traders were refraining from major moves ahead of some potentially important events for stocks, including Friday's US monthly jobs survey and earnings Thursday from Dow industrials component Alcoa Inc, which traditionally kicks off the quarterly earnings season.

Hong Kong's Hang Seng index was down 0.4 per cent to 22,529.07 and South Korea's Kospi dropped 0.3 per cent to 1,873.50. Australia's S&P/ASX 200 was down 0.3 per cent to 4,612.00 following the Reserve Bank of Australia's decision to leave its main interest rate unchanged.

Analysts said Wall Street provided the main drag on the region's stocks amid weak economic indicators.

"Overall the market is still pretty flat," said Jackson Wong, vice president of Tanrich Securities in Hong Kong. "Negative sentiment from the US provided an excuse for investors to take profits."

Wong also said that the dollar's rebound - Monday it rose from a six-month low against the euro - led investors to avoid riskier assets like stocks and seek out the safety of the greenback.

The Australian central bank's decision also helped renew interest in the US dollar, Wong said. Markets had expected the central bank to hike its main interest rate, which would have made Australian dollar assets like bonds or deposits relatively more attractive.

In New York Monday, the Dow Jones industrial average fell 0.7 per cent to close at 10,751.27. The index lost nearly 80 points after factory orders fell 0.5 per cent in August - slightly more than expected - and contracts for new homes remained far below last year's pace.

The broader Standard & Poor's 500 index fell 0.8 per cent to 1,137.03, and the Nasdaq composite index shed 1.1 per cent to 2,344.52.

In currencies, the dollar rose to 83.86 yen from 83.59 yen late Monday in New York. The euro rose to $1.3705 from $1.3665.

Benchmark oil for November delivery was up 8 cents to $81.55 a barrel at midday Singapore time in electronic trading on the New York Mercantile Exchange. The contract lost 11 cents to settle at $81.47 Monday.

Earlier Monday, it rose to $82.38, the highest level since Aug 6.

কাগুজে শেয়ারমুক্ত দুই স্টক এক্সচেঞ্জের মূল বোর্ড

লেনদেন, সূচক, বাজার মূলধনের নতুন রেকর্ডের পাশাপাশি দেশের শেয়ারবাজারে নতুন আরেকটি রেকর্ড হয়েছে গতকাল। গতকাল থেকে দুই স্টক এক্সচেঞ্জের মূল বোর্ডে কোনো কাগুজে শেয়ার লেনদেন হয়নি। মূল বোর্ডে রয়েছে শুধু ইলেকট্রনিক শেয়ারধারী কম্পানিগুলো। পুঁজিবাজার নিয়ন্ত্রক সংস্থা সিকিউরিটিজ অ্যান্ড এঙ্চেঞ্জ কমিশনের (এসইসি) সিদ্ধান্তের কারণে শেয়ারবাজারে অনন্য এ রেকর্ড হয়েছে।
এসইসি কাগুজে শেয়ারকে ইলেকট্রনিক শেয়ারে রূপান্তরের জন্য ৩০ সেপ্টেম্বর পর্যন্ত সময় বেঁধে দেয়। ওই সময়ের মধ্যে ২৫টি কম্পানি কাগুজে শেয়ারকে ইলেকট্রনিক শেয়ারে রূপান্তরে ব্যর্থ হয়। এ ব্যর্থতার দায়ে ওই ২৫ কম্পানিকে তালিকাচ্যুত করতে ঢাকা স্টক এঙ্চেঞ্জ (ডিএসই) কর্তৃপক্ষকে নির্দেশ দেয় এসইসি। এসইসির নির্দেশে ডিএসই গতকাল থেকে ওই ২৫ কম্পানিকে তালিকাচ্যুত করে ওভার দ্য কাউন্টার বা ওটিসি বাজারে পাঠিয়ে দেয়। আর এ তালিকাচ্যুতির মাধ্যমে কাগুজে শেয়ারমুক্ত হয় দেশের দুই স্টক এক্সচেঞ্জের মূল বোর্ড।
বলা হয়ে থাকে, ১৯৯৬ সালে কাগুজে শেয়ারের কারণেই দেশের শেয়ারবাজারে মহাকেলেঙ্কারি ঘটানো সম্ভব হয়েছিল। সে কারণে ১৯৯৬ সালের পর কাগুজে শেয়ারের পরিবর্তে ইলেকট্রনিক শেয়ার লেনদেনের উদ্যোগ নেওয়া হয়। এজন্য গঠন করা হয় সেন্ট্রাল ডিপজিটরি বাংলাদেশ লিমিটেড বা সিডিবিএল। সিডিবিএল প্রতিষ্ঠার পর শুরু হয় ইলেকট্রনিক শেয়ারের যুগ।
কাগুজে শেয়ারকে স্টক এক্সচেঞ্জের মূল বোর্ড থেকে সরিয়ে দেওয়ার ফলে বর্তমানে ডিএসইতে তালিকাভুক্ত ইলেকট্রনিক শেয়ারধারী কম্পানির সংখ্যা দাঁড়িয়েছে ২২১টিতে।

Asian stocks rise amid hopes Fed to act on economy

BANGKOK, Sept 29 (AP): Asian stock markets mostly climbed Wednesday, supported by growing speculation that the Federal Reserve is likely to introduce more measures to support the US economy, a key market for Asian exporters.

Japan's benchmark Nikkei 225 stock average rose 63.62 points, or 0.7 per cent, to 9,559.38. Sentiment was upbeat in Tokyo as a key central bank survey of business confidence at major Japanese manufacturers improved for the sixth straight quarter. But companies also signalled they are anxious about the future amid cooling global growth and a strong yen.

The Bank of Japan's quarterly "tankan" survey showed that the main index for large manufacturers stood at 8, up from 1 three months ago.

In Hong Kong, the Hang Seng Index gained 298.81 points, or 1.4 per cent, to 22,408.76 while South Korea's Kospi increased 10.48, or 0.6 per cent, to 1,866.45. Markets in Singapore, Taiwan and Indonesia also climbed.

Australia's S&P/ASX 200 index closed down 0.5 per cent at 4,645.00 and the Shanghai Composite Index retreated less than 0.1 per cent to 2,610.68.

In New York overnight, the Dow Jones industrial average gained 46.10 points, or 0.4 per cent, to 10,858.14 despite a slump in US consumer confidence.
A monthly survey showed Tuesday that US consumer confidence in September dropped to its lowest level since February. Economists closely monitor the confidence survey as consumer spending alone accounts for about 70 per cent of US economic activity.

The weak confidence result sparked market speculation that the Fed might announce further stimulus measures at the end of a Nov 2-3 meeting in a bid to shore up the recovery in the US economy.

In currencies, the dollar fell to 83.57 yen from 83.85 yen late Tuesday in New York. The euro rose to $1.3621 from $1.3574.

Benchmark crude for November delivery was up 49 cents at $76.67 a barrel in electronic trading on the New York Mercantile Exchange. The contract lost 34 cents to settle at $76.18 Tuesday.

World shares mixed after jump in US jobless claims

SINGAPORE, Sept 24 (AP): World stock markets were mixed Friday after a jump in US unemployment claims provided more evidence of an anemic recovery in the world's biggest economy.

In early trading in Europe, the FTSE 100 index of leading British shares fell 0.2 per cent while Germany's DAX and the CAC-40 in France were little changed. Wall Street was set to post modest gains. Dow futures were up 47 points, or 0.4 per cent, to 10,653.Japanese stocks, closed the previous day for a holiday, ended lower despite an apparent intervention in the currency market by the Bank of Japan to weaken the yen.

Sentiment in global markets was undermined by US figures showing that applications for unemployment benefits rose unexpectedly last week. The US is a key market for Asia and a prolonged period of slow growth there could weigh on the profits of the region's exporters.

"The regional economic upswing is inevitably slowing down after expanding at an unsustainably fast pace since early 2009," Capital Economics said in a report. "Manufacturing is being dragged back by the slow pace of final demand growth in the US and Europe."

Capital Economics expects economic growth in Asia excluding Japan to slow to 7 per cent next year from 8.5 per cent this year.
Also weighing on stocks was a lower reading on business activity in the 16 countries that use the euro and news that Ireland's economy shrank 1.2 per cent in the second quarter.

The Nikkei 225 stock average lost 1 per cent to 9,471.67. A strong yen kept pressure on exporters and technology shares, with Honda Motor Co. down 0.8 per cent and camera maker Canon Inc. tumbling 1.7 per cent.

In early afternoon trading in Tokyo, the dollar jumped suddenly from mid-84 yen levels to as high as 85.38 yen before slipping back under 85 yen - possibly marking the BOJ's second move to weaken in the yen in just over a week. There was no confirmation from the finance ministry or central bank.

"It appears that authorities have intervened" to buy dollars and sell the yen, said Yu Yokoi, a foreign exchange dealer at Mizuho Bank Ltd. in Tokyo.

News of Chinese restrictions on shipments to Japan of rare earths - metallic elements such as Lanthanum and Gadolinium that are crucial for superconductors, computers and hybrid electric cars - pummeled some high-tech companies. Shares of Shin-Etsu Chemical Co., which makes rare earth magnets, dived 3.4 per cent and Hitachi Metals Ltd. retreated 2.4 per cent.

Elsewhere, Hong Kong's Hang Seng index rose 0.3 per cent to 22,119.43 while Australia's S&P/ASX 200 fell 0.7 per cent to 4,601.90.

Benchmarks in India, South Korea and Indonesia gained while Taiwan, Malaysia and New Zealand fell. Financial markets in mainland China are closed Friday for a national holiday.

Analysts say that even if Asian growth slows next year, it will outpace developed economies such as the US, Japan and Europe. Emerging markets will likely account for 2.3 per centage points of the world's 3.7 per cent gross domestic product growth rate this year, and a bigger share next year, Citigroup said in a report.

The Dow Jones industrial average Thursday fell 76.89, or 0.7 per cent, to close at 10,662.42.

The Standard & Poor's 500 index fell 9.45, or 0.8 per cent, to 1,124.83, falling back below a closely watched threshold of 1,131. That had been the high end of its recent trading range until Monday, when the index charged above that level and stayed there, something analysts see as a bullish sign. Prior to Monday, the S&P had only crossed above 1,131 one time since June 21.

The Nasdaq composite index fell 7.47, or 0.3 per cent, to 2,327.08.

In currencies, the dollar rose to 84.57 yen from 84.50 yen late Thursday in New York. The euro advanced to $1.3395 from $1.3319.

Benchmark crude for November delivery was up 4 cents at $75.22 a barrel in electronic trading on the New York Mercantile Exchange. The contract rose 47 cents to settle at $75.18 Thursday.

Mukesh Ambani likely to be richest man in 2014

Indian business tycoon Mukesh Ambani could be the richest man on earth in 2014 with a net worth of $62 billion, pipping Mexican billionaire businessman Carlos Slim, according to a forecast by the prestigious Forbes magazine.
   ‘One of the predictions is that Reliance Industries’ chief Ambani, who currently has a net worth of $29 billion, pips the world’s richest man Mexican businessman Carlos Slim to top Forbes’ rich list in 2014,’ it said.
   Ambani’s net worth swells to $62 billion while Slim is ‘hit hard by Mexican political, financial chaos,’ according to the prediction by Forbes.
   Fifty-three-year-old Ambani currently ranks fourth on Forbes’ list of the world’s billionaires.
   Forbes has listed a number of events that could happen over the next 10 years in the field of politics, energy, medicine, finance, society and technology.
   The publication asked its staff and contributors to forecast some of the ‘noteworthy events’ till 2020.

India shares breach 19,000 points level

India’s main stock market on Monday crossed the key 19,000 points marks to its highest level for more than two years, boosted by optimism about growth in Asia’s third largest economy, dealers said.
   The 30-share Sensex hit a day’s high of 19,095.74 in morning trade, before retracing marginally to 19,072.35, up 1.45 per cent or 281.24 points.
   The index last broke the 19,000-point level on January 16, 2008.
   Buying was hectic in banking, oil, engineering and software shares as investors bet on the economic recovery and hopes of strong second-quarter earnings next month.
   ‘Overseas fund flows are improving. India’s industrial activity data is also strong,’ said Gaurang Shah, vice-president with Geojit BNP Paribas Financial Services.
   Foreign funds have pumped $13.63 billion into Indian equities this year, against $8.62 billion at the same period last year, data from the market regulator shows.
   The rise in the stock market came as industrial output in July surged by a forecast-busting 13.8 per cent, data showed Friday, reflecting the Asian giant’s strong recovery from the global financial crisis.
   ‘Much of the global concerns appear to be behind us. The markets could forge ahead but with bouts of correction,’ said Bhaskar Kapadia, partner with Pyramid Securities.

NETTING FACILITY SUSPENSION: DSE turnover hits 4-month low

Turnover at the Dhaka Stock Exchange dropped to its four and a half month low on Monday as the Securities and Exchange Commission’s latest directive barring netting facilities for non-marginable securities came into effect on the day, the first trading day after a four-day Eid vacations.
   Market operators said the suspension of netting facilities on the trading of non-marginable securities pushed down the turnover at the market.
   Turnover at the DSE was Tk 1,028.36 crore on Monday, down by Tk 576.3 crore from the previous trading day on September 8.
   Monday’s turnover was the lowest since April 20 when the turnover at the DSE was Tk 1,053 crore.
   On September 5, the SEC suspended netting facility for non-marginable issues effective from the first working day after the Eid vacations to squeeze inflow of funds into the stock exchanges.
   Stock prices also fell on Monday.
   The benchmark general index of DSE decreased by 10.76 points, or 0.15 per cent, to close at 6,796.47 points.
   Salahuddin Ahmed Khan, a former chief executive officer of the DSE, said the new directive of the SEC suspending netting facilities on trading of non-marginable securities -- against which investors are not entitled to get loans --mainly pulled down the market.
   Market operators said net asset value-based margin loan evaluation policy and September 30 deadline for the adjustment of margin loans in line with the new policy prompted a selling pressure at the market.
   DSE president Shakil Rizvi said at the opening trading hour index fell 120 points because of a selling pressure, but it regained some ground at the closing hour.
   The downtrend would not last long, he added.
   The broader DSE all shares price index decreased by 12.62 points, or 0.22 per cent, to close at 5,701.60 points on Monday.
   A total of 250 issues traded on the market, 150 advanced, 91 declined and nine remained unchanged.
   Beximco topped the turnover leaders with more than 1.95 lakhs shares valued at Tk 63 crore traded on the day.
   The other turnover leaders were BSRM Steels, Al-Arafah Islami Bank, AB Bank, IFIC Bank, Bextex, Aftab Automobiles, National Bank, Titas Gas and One Bank.

পরিশোধিত মূলধন বাড়াতে আবেদন করেছে মাল্টি সিকিউরিটিজ

মাল্টি সিকিউরিটিজ লিমিটেড তাদের পরিশোধিত মূলধন বাড়াতে সিকিউরিটিজ অ্যান্ড এক্সচেঞ্জ কমিশনে (এসইসি) আবেদন করেছে। এ কোম্পানির পরিশোধিত বর্তমান মূলধন রয়েছে ১০ কোটি ১২ লাখ ৫০ হাজার টাকা। নতুন পরিশোধিত মূলধন ৩৩ কোটি ৭৫ লাখ টাকায় উন্নীত করতে কোম্পানিটি এ আবেদন করে।
কোম্পানি তার শেয়ারহোল্ডারদের ২২৬ শতাংশ বোনাস শেয়ার দেবে। প্রত্যেক শেয়ারহোল্ডার ১০০ শেয়ারের বিপরীতে ২২৬টি বোনাস শেয়ার পাবেন।

এপিআই পার্কের প্রাথমিক কাজ শেষের পথে : দেশেই উত্পাদন হবে ওষুধের কাঁচামাল

আমলাতান্ত্রিক নানা বাধা-বিপত্তিতে দীর্ঘ কয়েক বছর আটকে থাকার পর প্রাথমিক কাজ শেষ হয়েছে এপিআই পার্কের। আগামী বছর থেকে ওষুধের কাঁচামাল দেশেই উত্পাদন করা যাবে বলে আশা করছেন সংশ্লিষ্টরা।
শিল্প মন্ত্রণালয়ের একটি সূত্র জানিয়েছে, ওষুধ শিল্পের কাঁচামাল উত্পাদনের জন্য এফ্লুয়েন্ট ট্রিটমেন্ট প্লান্ট ও ডাম্পিং ইয়ার্ড সুবিধাসহ মেঘনা সেতুর কাছে বাউশিয়ায় শুরুতে ৩শ’ একর জমি অধিগ্রহণের সিদ্ধান্ত হয়েছিল প্রায় তিন বছর আগে। তবে জমির পরিমাণ কমিয়ে এখন ২০০ একরের ওপর এ পার্ক নির্মাণে ব্যয় হচ্ছে ২১৩ কোটি টাকা। এরই মধ্যে প্রকল্পের প্রাথমিক কাজ সম্পন্ন হয়েছে। এ বছরের মধ্যেই বাকি কাজ শেষ হওয়ার কথা রয়েছে।
প্রকল্প বাস্তবায়নের সময় নির্ধারিত আছে ২০০৮ সালের জানুয়ারি থেকে চলতি বছরের ডিসেম্বর পর্যন্ত। প্রকল্প ব্যয় ধরা হয়েছে ১৮৮ কোটি টাকা। উদ্যোক্তাদের সম্পদ ধরা হয়েছে ২৫ কোটি টাকা। সব মিলিয়ে মোট ব্যয় ধরা হয়েছে ২১৩ কোটি টাকা।
সূত্রমতে, আমলাতান্ত্রিক জটিলতার কারণে ওষুধ খাতে বিশ্ব বাণিজ্য সংস্থার (ডব্লিউটিও) দেয়া বড় ধরনের একটি সুযোগ দীর্ঘদিন ধরেই নিতে পারছে না বাংলাদেশ।
ডব্লিউটিও’র নীতি অনুসারে স্বল্পোন্নত দেশগুলোকে পেটেন্টে করা ওষুধ উত্পাদনের অনুমোদন দেয়া হলেও বাংলাদেশ এ থেকে লাভবান হয়নি। এর মধ্যেই এ সুযোগ দেয়ার প্রায় সাড়ে ৪ বছর শেষ হতে চলেছে। আর এতে ওষুধ রফতানি প্রায় তিনগুণ বাড়ানোর একটি সুযোগও হাতছাড়া হতে চলেছে।
২০০৬ সালের জানুয়ারি থেকে কার্যকর হয়ে ২০১৬ সাল পর্যন্ত পেটেম্লট ওষুধ উত্পাদনের সুযোগ দেয়া হয়েছে স্বল্পোন্নত দেশগুলোকে। আর বাংলাদেশকে দেয়া হয়েছে নিজের দেশের চাহিদা মিটিয়ে বাইরে রফতানির বাড়তি সুযোগ। এর আগে স্বল্পোন্নত দেশগুলোর পেটেম্লট করা ওষুধ উত্পাদনের অনুমতি ছিল না।
বিশ্ব বাণিজ্য সংস্থা থেকে পেটেম্লট ড্রাগ তৈরির অনুমতি এবং রফতানির মতো সুযোগ পেয়েও কি কারণে বাংলাদেশ এখন পর্যন্ত এ বিষয়ে অগ্রসর হতে পারেনি জানতে চাইলে ওষুধ শিল্প মালিক সমিতির সাবেক এক সভাপতি জানান সরকারি সহযোগিতার অভাবের কথা। তিনি আমার দেশকে বলেন, আমলাতান্ত্রিক জটিলতার কারণে গত কয়েক বছরেও ওষুধের কাঁচামাল উত্পাদনে এপিআই শিল্প পার্ক স্থাপন করা যাচ্ছে না। ফলে ওষুধের মাত্রা পরীক্ষাগার স্থাপনও এখন অনিশ্চিত। এসব কারণে ২০১৬ সাল পর্যন্ত পেটেম্লট ড্রাগ উত্পাদনের সুযোগকে পুরোপুরি কাজে লাগাতে পারছে না বাংলাদেশ।
সূত্রমতে, বর্তমানে ওষুধের কাঁচামালের প্রায় পুরোটাই আমদানিনির্ভর। প্রয়োজনের তুলনায় মাত্র ২০ থেকে ৩০ ভাগ কাঁচামাল তৈরি হচ্ছে স্থানীয়ভাবে। বাকিটা আসছে যুক্তরাষ্ট্র, কানাডা, ইতালি, চীন, জাপান ও প্রতিবেশী দেশ ভারত থেকে। পেটেম্লট করা ওষুধের কাঁচামালও পুরোপুরি আমদানিনির্ভর। আর এসব ওষুধের কাঁচামালের দাম এত বেশি যা যে কারো পক্ষে কিনে আনা সম্ভব নয়।
রফতানি উন্নয়ন ব্যুরোর তথ্য অনুযায়ী বিশ্বের প্রায় ৮৬টি দেশে বাংলাদেশের ওষুধ রফতানি হচ্ছে। গত ২০০৭-০৮ অর্থবছরে ওষুধ রফতানির পরিমাণ ছিল ৪ কোটি ৩০ লাখ ডলার। আর পরের অর্থবছরে ২০০৮-০৯ সালে তা বেড়েছে ৬ দশমিক ২১ শতাংশ। মোট ওষুধ রফতানি হয়েছিল ৪ কোটি ৫৬ লাখ ৭০ হাজার ডলারের। ২০০৬-০৭ অর্থবছরে রফতানি হয় ১৯৪ কোটি ৩৭ লাখ ৬৬ হাজার টাকা। আর ২০০৫-০৬ অর্থবছরে রফতানি হয়েছিল ১৮৪ কোটি ৫৮ লাখ ৯৩ হাজার টাকা।
ইপিবি’র তথ্যমতে, বাংলাদেশ থেকে যেসব দেশে ওষুধ রফতানি হচ্ছে সেগুলোর মধ্যে উল্লেখযোগ্য হচ্ছে অস্ট্র্রিয়া, মিয়ানমার, জার্মানি, ব্রাজিল, শ্রীলঙ্কা, পানামা, ডেনমার্ক, ব্রিটেন, নেদারল্যান্ড, কেনিয়া, ইউক্রেন, স্পেন, নেপাল, ইন্দোনেশিয়া, ভিয়েতনাম, ফিলিপাইন, পাকিস্তান, ইয়েমেন, সিঙ্গাপুর, ফ্রান্স ও দক্ষিণ আফ্রিকা। বাকি দেশগুলোতে রফতানির পরিমাণ ১ শতাংশের নিচে। প্রতি বছরই নতুন নতুন দেশ রফতানি তালিকায় অন্তর্ভুক্ত হচ্ছে।

Buffett has eyes on British insurance

US billionaire Warren Buffett is interested in buying Royal Bank of Scotland's insurance business Direct Line, a report said Sunday.

Spiralling claims from car accidents have led to heavy losses at RBS's insurance arm and the bank has brought in a team of advisors to help sell the business, according to the Sunday Times.

RBS -- which is 83-percent state-owned after being bailed out by the British government -- has been ordered by the European Commission to sell Direct Line to fall into line with competition rules.

Berkshire Hathaway, the investment vehicle owned by Buffett, is among a clutch of potential bidders interested in the business, the Sunday Times reported. US insurer Allstate has also expressed an interest, it was claimed.

World stocks surge on G20 hopes

Asian and European stocks soared Thursday as dealers hoped the G20 summit would produce a plan to solve the world financial crisis, while positive US economic data also boosted confidence, traders said.
Investors were meanwhile expecting the European Central Bank to cut eurozone interest rates to a record low level on Thursday as the world seeks ways to fight the worst economic downturn since the 1930s.
Hong Kong led the charge in stock market trading on Thursday, leaping 5.93 percent near the close, while Tokyo finished up 4.40 percent at a three month high and Sydney closed 2.81 percent higher.
In early European trade, London, Frankfurt and Paris all surged by more than three percent as markets continued an upward trend that began early last month.
The massive gains came as leaders of the 20 developed and developing nations prepared to meet later in London to hammer out an agreement aimed at dragging the world out of its worst economic slump in more than 70 years.
"Make no mistake, we are facing the most severe economic crisis since World War II, and the global economy is now so fundamentally interlinked that we can only meet this challenge together," said US President Barack Obama following pre-summit talks.

Asian stocks rise on G20 summit pledge

Asian stocks extended a rally in early trade on Friday as investors cheered a pledge by world leaders to step up efforts to fight the global economic downturn.

The dollar shot up to a five-month high against the yen as the recovery on world markets encouraged speculators to take more risks.

While the G20 summit stopped short of unveiling fresh fiscal spending to tackle the slump, it did provide for more than a trillion dollars of new money to help poorer countries as well as moves to increase global regulation.

Although many admit it will not scoop the world out of recession immediately, markets were relieved that leaders had at least managed to set aside their earlier differences over how to tackle the crisis.

"Investors were relieved that concerns over a lack of unity were proven unfounded, which bodes well for future international cooperation to tackle the crisis," said Dariusz Kowalczyk, chief investment strategist at SJS Markets.

But risks remain, including insufficient fiscal stimulus spending in many key economies, he warned.

"After the run-up over the past four weeks, equities and commodities are ripe for profit taking" said Kowalczyk.

Asian markets were mostly higher in early trade, although gains were much more modest than the previous day.

Tokyo was up 0.57 percent while Sydney added 1.3 percent, Seoul gained 0.4 percent and Hong Kong climbed 0.3 percent.

Markets rose on a "wave of euphoria courtesy of a G20 coordinated front to tackle problems," said Societe Generale analyst Patrick Bennett.

The rises came a day after a powerful rally across the region that saw Hong Kong soar 7.4 percent and Tokyo jump 4.4 percent to hit a near three-month high.

On Wall Street, the Dow Jones Industrial Average rose 2.79 percent Thursday after the Group of 20 pledged more than one trillion dollars for the International Monetary Fund and World Bank.

British Prime Minister Gordon Brown said that by the end of 2010 the Group of 20 developed and developing nations would have spent five trillion dollars fighting the economic crisis.

Investors were also encouraged by news of a revamp of US accounting rules that should ease funding pressures for financial firms, dealers said.

Data pointing to an improvement in the giant Chinese manufacturing sector were also a "very positive piece of news," said Bennett at Societe Generale.

"A rising tide lifts all boats, though there are enough challenges ahead both regionally and globally that we continue to err toward caution," he added.

Stocks got an extra boost by a 1.8-percent rise in orders for US manufactured goods in February after six consecutive monthly declines, the latest sign that the decline in industrial activity may have hit bottom.

Improving sentiment helped the dollar to rise above 100 yen briefly for the first time since early November.

Global stocks have risen over the past four weeks as confidence returns to markets following a number of stimulus measures by governments and a US pledge to help banks clear their books of toxic assets that have clogged lending.

But some analysts warned that markets could be disappointed if key monthly labour market data due out later in the day shows a sharp rise in unemployment.

"There is a gap between market hopes and reality," Sumitomo Trust and Banking forex strategist Saburo Matsumoto said. "Investors may have a rude awakening."
