The DSE General Index, the benchmark index of the prime bourse, gained 66 points, or 0.9 percent, to 7,463. The CSE Selective Categories Index, the key index of Chittagong Stock
Exchange, rose 149 points, or 1.07 percent, to 14,033.
With the gain of the last couple of days, the market recovered the losses it counted two days ago following a warning of a 'disaster' from both the bourses.
But it is apparent that investors, who went for panic sales on Sunday, are defying the warnings.
Besides, stockbrokers said, the Securities and Exchange Commission is yet to give direction on loan adjustment time following a win over a legal battle on share credit.
The investors are anticipating a go-slow attitude from the regulator on credit adjustment issue.
The Supreme Court on Sunday stayed a High Court order that halted an SEC directive for merchant banks and stockbrokers to follow a net asset value based calculation for credit disbursement and loan maintenance.
নির্ধারিত সময়ের মধ্যে কম্পানির পরিচালক বা স্পন্সরদের শেয়ার লেনদেনসংক্রান্ত তথ্য জমা না দেওয়ায় পুঁজিবাজারে তালিকাভুক্ত ছয়টি কম্পানিকে সতর্ক নোটিশ পাঠিয়েছে নিয়ন্ত্রক সংস্থা সিকিউরিটিজ অ্যান্ড এঙ্চেঞ্জ কমিশন (এসইসি)। কম্পানিগুলো হলো_আশরাফ টেঙ্টাইল, মেঘনা কনডেন্সড মিল্ক, বিডি প্লান্টেশন, সজীব নিটওয়ার, কাশেম সিল্ক ও কাশেম টেঙ্টাইল। গতকাল এই ছয়টি কম্পানিকে চিঠি পাঠানো হয়েছে। আরো তিন কম্পানিকে এ ধরনের সতর্ক নোটিশ পাঠানো হবে বলে জানা গেছে।
জানা গেছে, পুঁজিবাজারে তালিকাভুক্ত কম্পানিকে প্রতি মাসের কম্পানির পরিচালক ও স্পন্সরদের শেয়ার বেচাকেনাসংক্রান্ত তথ্য-পরবর্তী মাসের ১০ তারিখের মধ্যে জানানোর বাধ্যবাধকতা রয়েছে। এ তথ্যের কোনো পরিবর্তন না হলেও তা জানানোর জন্য পুঁজিবাজারে তালিকাভুক্ত প্রতিটি কম্পানির প্রতি এসইসির নির্দেশনা রয়েছে। এ প্রসঙ্গে এসইসির মুখপাত্রের দায়িত্ব পালনকারী নির্বাহী পরিচালক আনোয়ারুল কবির ভূইয়া গতকাল কালের কণ্ঠকে বলেন, প্রায় ৯টি কম্পানি গত আগস্টের পর থেকে পরিচালকদের শেয়ার লেনদেনসংক্রান্ত কোনো তথ্য এসইসিতে জমা দেয়নি। সে কারণে এসব কম্পানিকে সতর্কতা নোটিশ পাঠানো হচ্ছে।
Dhaka stocks yesterday suffered the biggest fall since July.
The drop was mainly because of the combined effects of some moves, market insiders said.
One of the factors was a Supreme Court (SC) verdict that went in favour of the stockmarket regulator's decision on share credit.
The SC yesterday stayed a High Court (HC) order that halted a Securities and Exchange Commission's (SEC) decision directing merchant banks and stockbrokers to follow a net asset value (NAV) based calculation for credit disbursement and loan maintenance.
The SC ruling, passed by a three-member Appellate Division bench, spread across the market and prompted a panic sale, stockbrokers said.
Chief Justice ABM Khairul Haque headed the bench.
The benchmark index of the Dhaka Stock Exchange -- DSE General Index (DGEN) -- nosedived 187 points, or 2.51 percent, to 7,292. Earlier on July 25, the DGEN lost 204 points, suffering the steepest fall since the crash in 1996.
The key index of the Chittagong Stock Exchange -- CSE Selective Categories Index -- also plummeted by 364 points, or 2.59 percent, to 13,708.
The Dhaka and Chittagong bourses' warning of a disaster in the stockmarket also fuelled yesterday's downtrend.
The two bourses said on Saturday that unless the market calms down immediately, it may face a big disaster anytime and the exchange authorities will not take the responsibility for it. They also sought the prime minister's intervention in offloading government shares as a short-term measure to cool down the market.
"The bourses' concern left an impact, at least for the time being, on the secondary market," said a stockbroker.
Moin Al Kashem, managing director of Prime Finance Asset Management Company, said: "The correction in share prices was needed."
But such a correction will not have a long-term impact on the market, he added. "We need a correction that will come from increasing the supply side."
However, many saw the correction as a relief in the market that rallied for 11 consecutive sessions.
"After a long rally, it is natural for the share market to take a breather, and it is the nature of financial markets to go up and down," said Hasan Imam, chief executive officer and managing director of RACE Asset Management.
However, after the SC order, which asked both sides to dispose of the rule, merchant banks and stockbrokers will now have to follow the NAV-based calculation in providing and maintaining margin loans.
Barristers Rokanuddin Mahmud, Fazle Noor Taposh and Abul Kalam Azad moved for the petitioners, while Attorney General Mahbubey Alam for the state.
On September 27, the HC stayed the SEC directive on share credit and loan adjustment, after two investors -- Morshadur Rahman and Shahnewaj Jweel -- filed a petition challenging the SEC directive.
Both the bourses lost yesterday in all sectors. Losers outnumbered gainers 212 to 25, with three securities remaining unchanged on the DSE. Losers also beat advancers on the port city bourse 151 to 25, with six unchanged.
The DSE traded more than 13.56 crore shares and mutual fund units worth Tk 2,364 crore, while the CSE traded more than 1.62 crore shares and mutual fund units with a turnover of
Tk 217 crore.

অবশেষে বড় ধরনের দরপতনের মধ্য দিয়ে শেয়ারবাজারের টানা ঊর্ধ্বগতির ছন্দপতন হলো। দেশের প্রধান শেয়ারবাজার ঢাকা স্টক এক্সচেঞ্জে (ডিএসই) টানা ১১ দিন সূচকে ঊর্ধ্বমুখী থাকার পর গতকাল একদিনেই পতন হয়েছে প্রায় ১৮৮ পয়েন্ট। গত ২৫ জুলাইয়ের পর ডিএসইতে এটিই একদিনে সর্বোচ্চ সূচক পতন। ওইদিন ডিএসইতে সাধারণ মূল্যসূচক কমেছিল ২০৪ পয়েন্ট। অপরদিকে চট্টগ্রাম স্টক এক্সচেঞ্জের (সিএসই) সাধারণ সূচক কমেছে ৫৬৩ পয়েন্ট। এদিন লেনদেনকৃত অধিকাংশ কোম্পানিই তাদের শেয়ারের দর হারিয়েছে। এর ফলে বাজার মূলধনও কমেছে উল্লেখযোগ্য হারে।
উভয় স্টক এক্সচেঞ্জে সূচক ও বেশিরভাগ কোম্পানির শেয়ারের দাম কমলেও আর্থিক লেনদেন তেমন একটা কমেনি। বেশিরভাগ বিনিয়োগকারীই ব্যাংকের শেয়ারের দিকে ঝুঁকেছেন। ডিএসইতে লেনদেনের ৪০ শতাংশ ছিল ব্যাংকিং খাতের কোম্পানিগুলোর। দিনশেষে উভয় স্টক এক্সচেঞ্জের লেনদেনের শীর্ষ ১০ কোম্পানির তালিকায় বেশিরভাগই ছিল ব্যাংকিং খাতের কোম্পানি।
এদিকে বাজারে বড় ধরনের দরপতন হলেও এটিকে স্বাভাবিক বলেই মনে করছেন বাজার বিশ্লেষকরা। তারা মনে করেন, টানা ঊর্ধ্বমুখী থাকার পর গতকাল বাজারে দর সংশোধন হয়েছে। বিনিয়োগকারীরা তাদের লাভ তুলে নেয়ার কারণে অধিকাংশ কোম্পানির শেয়ারের দর কমেছে।
গতকালের দরপতন সম্পর্কে ঢাকা বিশ্ববিদ্যালয়ের অর্থনীতি বিভাগের অধ্যাপক ও পুঁজিবাজার বিশ্লেষক অধ্যাপক আবু আহমেদ বলেন, টানা ঊর্ধমুখী থাকার পর বাজারে স্বাভাবিক মূল্য সংশোধন হয়েছে। এ নিয়ে বিনিয়োগকারীদের আতঙ্কিত হওয়ার কিছু নেই।
ডিএসইর সিনিয়র ভাইস প্রেসিডেন্ট নাছির উদ্দিন একই মত ব্যক্ত করে বলেন, টানা ঊর্ধ্বগতির পর সাধারণ সংশোধন হয়েছে, যা বাজারের জন্য ইতিবাচক। বড় ধরনের দরপতন হলেও বিনিয়োগকারীদের মধ্যে কোনো ধরনের আতঙ্ক নেই বলে তিনি মনে করেন।
অবশ্য সংশ্লিষ্টরা গতকালের দরপতনের পেছনে তিনটি কারণকে মুখ্য বলে মনে করছেন। এর মধ্যে আগের দিন ঢাকা ও চট্টগ্রাম স্টক এক্সচেঞ্জের যৌথ সংবাদ সম্মেলনে পুঁজিবাজারকে অত্যন্ত ঝুঁকিপূর্ণ উল্লেখ করে গভীর উদ্বেগ-উত্কণ্ঠা প্রকাশ করা হয়। এর ফলে বাজারে বিনিয়োগকারীদের মধ্যে মনস্তাত্ত্বিক প্রভাব পড়ে। মার্জিন লোন বিষয়ে সুপ্রিমকোর্টের আপিল বিভাগের পূর্ণাঙ্গ বেঞ্চের রায় এসইসির পক্ষে যায়। এছাড়া টানা ঊর্ধ্বগতির কারণে বাজারে দর সংশোধন জরুরি হয়ে পড়েছিল। এই তিন কারণে শেয়ারবাজারে গতকাল বড় ধরনের দরপতন হয়েছে।
অবশ্য বিনিয়োগকারীরা ভিন্ন কথা বলছেন। তারা বলেন, শেয়ারবাজারে স্বাভাবিক নিয়মেই দর সংশোধন হবে। কিন্তু ডিএসই ও সিএসই সংবাদ সম্মেলন করায় একরকম জোর করে বাজারে দরপতন ঘটেছে। এতে বিনিয়োগকারীদের মধ্যে এক ধরনের আতঙ্ক ছড়িয়ে পড়ে।
গতকাল দেশের প্রধান শেয়ারবাজার ঢাকা স্টক এক্সচেঞ্জে (ডিএসই) লেনদেনকৃত ২৪০টি কোম্পানির মধ্যে দর বেড়েছে মাত্র ২৫টি কোম্পানির। অপরদিকে দর হারিয়েছে ২১২টি কোম্পানি এবং অপরিবর্তিত ছিল ৩টি কোম্পানির শেয়ারের দাম। খাতওয়ারি হিসাবে গতকাল সবকটি খাতের অধিকাংশ কোম্পানির শেয়ারের দর কমেছে। ব্যাংকবহির্ভূত আর্থিক খাত, টেলিকমিউনিকেশন, সিমেন্ট, জীবন ও সাধারণ বীমা খাতের দর ৩ শতাংশের বেশি কমেছে। অপরদিকে জ্বালানি ও ওষুধ খাতের দর কমেছে ২ শতাংশের বেশি। ব্যাংকিং খাত দর হারিয়েছে দশমিক ৪৮ শতাংশ। গতকাল লেনদেন হয়েছে ২ হাজার ৩৬৪ কোটি ৭৬ লাখ টাকা, যা আগের দিনের তুলনায় ৪৩৭ কোটি টাকা কম। গতকাল মোট লেনদেনের ৪০ শতাংশই হয়েছে ব্যাংকিং খাতের কোম্পানিগুলোর। অপরদিকে চট্টগ্রাম স্টক এক্সচেঞ্জে (সিএসই) লেনদেন হওয়া ১৮২টি কোম্পানি ও মিউচুয়াল ফান্ডের মধ্যে দাম বেড়েছে ২৫টির, কমেছে ১৫১টির এবং অপরিবর্তিত ছিল ৬টি কোম্পানির শেয়ারের দাম। দিনশেষে সিএসইতে লেনদেন হয়েছে ২১৭ কোটি ৫৬ লাখ ৬ হাজার টাকা, যা আগের দিনের চেয়ে ৬ কোটি ৮৯ লাখ ৫৬ হাজার ৯৫৭ টাকা কম।
ডিএসইতে লেনদেনের ভিত্তিতে (টাকায়) শীর্ষ ১০টি কোম্পানি ছিল—প্রিমিয়ার ব্যাংক, এক্সিম ব্যাংক, পিপলস লিজিং ফাইন্যান্স অ্যান্ড সার্ভিসেস, ইউসিবিএল, বেক্সিমকো, ওয়ান ব্যাংক, স্ট্যান্ডার্ড ব্যাংক, ফার্স্ট সিকিউরিটিজ ব্যাংক, শাহজালাল ব্যাংক ও স্কয়ার ফার্মা।
দর বৃদ্ধিতে শীর্ষ ১০টি কোম্পানি ছিল—ফুয়াং সিরামিক্স, এক্সিম ব্যাংক, ফার্স্ট সিকিউরিটিজ ব্যাংক, প্রিমিয়ার ব্যাংক, স্ট্যান্ডার্ড ব্যাংক, বেক্সিমকো সিনথেক্স, কোহিনূর ক্যামিকেলস, সোশ্যাল ইসলামী ব্যাংক, ফুয়াং ফুড ও ২য় আইসিবি মিউচুয়াল ফান্ড।
দাম কমার শীর্ষ ১০টি কোম্পানি হলো—ইমাম বাটন, এইমস ১ম মিউচুয়াল ফান্ড, কেয়া কসমেটিক্স, ঢাকা ফিসারিজ, কন্টিনেন্টাল ইন্স্যুরেন্স, বিডি অটোকারস, অগ্রণী ইন্স্যুরেন্স, স্ট্যান্ডার্ড ইন্স্যুরেন্স, ন্যাশনাল হাউজিং ফিন্যান্স অ্যান্ড ইনভেস্টমেন্ট ও ইস্টার্ন হাউজিং।
The Appellate Division of the Supreme Court on Sunday stayed a high court order staying the Securities and Exchange Commission’s directives on share credit and forced sales of shares by investors.
The High Court on September 27 stayed for three months the SEC’s directives that asked stock brokers and bankers to go for forced selling of shares if any investor failed to adjust margin loans based on the newly introduced net asset value based calculation method by September 30.
The court also halted the new system on calculating earning per share as introduced by the SEC.
The full bench of Appellate Division, headed by chief justice ABM Khairul Haque, stayed the HC stay order till the disposal of the writ petition filed with the HC by two investors challenging the SEC directives.
Attorney general Mahbubey Alam moved the appeal of the SEC.
The HC earlier passed the stay order after hearing a writ petition filed by two investors — M Morshadur Rahman and Mohammad Shahnewaz Jewel — challenging the legality of the SEC directives that had been issued to the stock brokers and merchant bankers for applying the ‘margin call requirements’.
The HC bench of Justice Mamnoon Rahman and Justice Syeda Afsar Jahan also asked the authorities concerned to explain in four weeks why the SEC’s directives issued on September 6 and September 21 would not be declared illegal.
The commission’s September 6 directive asked the brokers and merchant bankers to go for forced sales within September 30 while its September 21 directive asked the brokers and bankers to calculate earning per share of any issue on the basis of ‘diluted earning per share on income from continuing core operations’ while considering price earning ratio of any securities for disbursing credits.
As per the SEC rules, any issue that has price earning ratio over 40 is not eligible to get margin loans.
Abul Kalam Azad who moved the petition for the investors said that the SEC’s directives were reinstated after the SC order.
Rokonuddin Mahmud and Fazle Noor Taposh also stood for the investors.
The SEC took the steps to rein in fund inflow in the over-heated capital market as prices of most of the shares soared breaking all records almost on every trading day.
The petitioners, however, argued that the investors would suffer huge losses if they were forced to sell their shares within September 30 at the current prices which are lower than their purchasing prices.
